IT'S TIME TO DISARM
"Council for a Livable World"

Most people understand that nuclear weapons are instruments of genocide. They kill without discrimination - adults, children, soldiers, civilians. It is time to reassert the primacy of conscience, the voice of reason, and the rightful interests of humanity. It is no excuse to say that these instruments of genocide exist only to deter an enemy. There is no justification for threatening to murder hundreds of millions of people and make much of the earth uninhabitable for millennia in the name of national security.

The United States and the other nuclear powers must take the lead in the abolition of nuclear weapons. This is absolutely necessary to prevent dozens of other nations from arming themselves with nuclear weapons, greatly increasing the risks of detonations through aggression or by accident. All nuclear powers should:

(1) unilaterally stop developing, upgrading, or producing new nuclear warheads, immediately and permanently;

(2) declare a policy of no first use of nuclear weapons;

(3) take all nuclear forces off alert and eliminate nuclear forces from all planning and military exercises;

(4) set a timetable for the elimination of all nuclear weapons;

(5) establish a world-wide system of inspection to verify compliance along the lines of the United Nations Special Commission (UNSCOM), which has the responsibility of finding and destroying prohibited weapons of mass destruction and long-range missiles in Iraq.
